Galaxies formed within the first 2 billion years, at least, according to the "deep field" images taken by the Hubble telescope. Our solar system is about 4.5 billion years old. We find the first fossils from about 3.8 billion years ago, however, much simpler life existed before this. But, because simpler life forms would never have had a skeleton yet (nothing to fossilize) we simply aren't going to find evidence of the first life of the planet. Most importantly though; after the planet cooled life got going right away... Life seems inevitable.

ne = the average number of planets that can potentially support life per star that has planets
fl = the fraction of the above that actually go on to develop life at some point
fi = the fraction of the above that actually go on to develop intelligent life
fc = the fraction of civilizations that develop a technology that releases detectable signs of their existence into space
L = the length of time such civilizations release detectable signals into space.
When throwing reasonable numbers into the equation the results range anywhere from 5 civilizations a year that exist for us to get to know up to higher numbers into the thousands in the galaxy. However, a parameter that probably has more effect than expected is that we base our understanding of functioning societies as always being on the brink of failure. However, war per capita has been ever decreasing since the beginning of recorded history (good job Steven Pinker in your TED.com talk entitled "a brief history of violence"). Which means one can expect a tipping point where technology, education and peace allows for a civilization to end war, leave their home planet and, eventually, their home solar system. Somebody said once; "When the power of love overcomes the love of power the world will know peace".
At this point things are different and exploration of the galaxy would happen somewhat quickly. Something like a 100 million to a billion years to explore the galaxy basically. These numbers are reached by asking how long would it take one civilization to spread out at 1/10,000 the speed of light and fill the galaxy with probes (think of the monolith from 2001 A Space Odyssey here) and eventually people or whatever (but I'm guessing this can be done a lot faster). Our galaxy is several billion years older than our solar system and some neighboring stars are two to 3 billion years older than us. If life comes early in solar systems and intelligent life comes somewhat later (for us half way through the lifetime of our sun) and you look at how many stars there are in our galaxy (about 400 billion) and that we have found over 1200 planets in orbit about nearby stars; the question has to be asked... where is everybody?

There seems to be an anti-gravity effect created by rotating a super conductor at high velocities. A breaking of the conservation of angular momentum occurs. NASA levitated a $600,000 super conductor via magnetic fields then rotated it quickly and noticed a small "gravitational anomaly" (anti-gravity). The whole experiment was a deception to say "go home folks... nothing to see here". They ruled the effect to be to small to be of any practical use. According to the math the effect goes by the square of the radius, meaning, small is not the way to go here and NASA used a one or 2 cm disk. NASA: Never A Straight Answer.

What seems to be the real way to achieve the big boy anti-gravity effect is to rotate a dense fluid at some ratio of the speed of light. I would start at about 1/300 the speed of light (at the outer edge) due to some data produced from a handful of cold fusion experiments suggesting a transfer of energy occurs between forces at this velocity. The holy grail material needs to be a magnetic friction-less fluid (a thermionic super-fluid). It appears that mercury doped with some magnetic elements, that must also act to prevent mercury from freezing at low temperatures, is the solution here. Next, fill a thin toroid (donut-shaped container) with this fluid, super-cool it (this may require quasi-crystals to pull enough heat out), and apply high pressure so that the fluid becomes a Boise-Einstein Condensate; the wave property of matter allows matter to occupy the same space per time as it becomes one overlapping wave function when super-cooled and under pressure. This is how you would prevent friction and get the most bang for your buck in terms of utilizing all the spinning mass; if one part goes, it all goes. Finally, rotate the fluid inside the toroid quickly using EM fields of some sort, a degree of freedom opens up, and presto; something magical happens. Mercury Vortex Propulsion! And by the way, what shape would a craft be if its primary propulsion system was in the shape of a large-circumference thin-tubed toroid covered by a hull with a bit of aerodynamics thrown around it?... BiNGO!
The Disclosure Process (An adaptive prime directive)
Throughout human history every time an advanced culture has made contact with a primitive culture the primitive culture has been destroyed. Even when every attempt to prevent this was seemingly applied. When we get contact from an alien civilization we will be the primitive culture. We know this and they know this. So what is the solution?
My guess is a slow precisely-timed disclosure process that allows for a percentage of EYE WITNESSES and "believers" to "spread the word" into the social consciousness. This reduces the shock value when official contact occurs by inducing preparation in many aspects of life (mostly entertainment) akin to shows such as Star Trek.
Balancing factors on the rate of disclosure of an advanced space fairing civilization with a primitive planet-bound culture would span a range of topics such as:
How aware the culture is of the process of science and the existence of the principles of evolution?
How technologically advanced is the culture?
Is the culture trying to become space-fairing?
What is the likelihood of breaking social cohesion or inducing war?
What dangers would sharing technology pose to the primitive culture?
What dangers to the galaxy would the primitive culture pose when either arriving at or having advanced technology shared with them?
The incredible dangers of physics tricks yet to be discovered by us does not fit well with the idea of a primitive war like culture (us) getting off their home planet so there could be a level of containment involved. But I wouldn't sweat it; angry children in a house full of potential weapons should stay in their crib for safety's sake (especially with neighbors around) until they grow out of it. Our obstetricians would be making a mistake by pushing a waring culture ahead or allowing a primitive culture out of their solar system, give or take, before the culture is ready to play nice.
My guess is that the nuke testing changed something and they began to interact way more with us before we or they were prepared. As a result higher than expected losses have hurt both sides. Each party (one of us slowly) is learning how to interact with the other under a nuclear-pressure-cooker of circumstances.
That's the end of the excerpts. Here are my current thoughts.
In my opinion the evidence is in... Aliens are performing with us the disclosure process. This may not account for all the actions and motives of every alien in the solar system however it can be concluded that "full disclosure" is one of their intents. It appears to me that the majority of visiting ET's, if not all, are taking care to apply a gradual increase in sightings and other interactions over time towards the goal of full disclosure.
The more critical matter at hand is that of a cover up existing. This cover up is meant to suppress information about the existance of ET's that are visiting earth. The outcome of this suppression is that potential energy solutions have been hidden from the public. The energy solutions are the big key here. I think humanity can resolve most of our issues if we didn't have a constant energy crisis on our hands. One way to get these energy solutions "out of the dark" is to get the governments of the world acknowledge the existence of ET's. This is what I spend most of my time doing now.
